My gesture for I’m sorry is to slowly raise my hand fully open ✋ and then down again slowly. The key is to do it slowly. Maybe with my fingers slightly separated.
As a penitent honk I’d use two short honks in quick succession, like the ones done by a car alarm to confirm it’s been switched on.
